Cladding Safety Scheme

Government funding to fix unsafe cladding on residential buildings of 11 metres or more in England, where no developer is responsible.

OpenChecked against GOV.UK on 26 October 2026.
On this page

In short

  • Open. Since 1 September 2025 it is the one route for new applications to fund unsafe cladding on residential buildings of 11 metres or more in England. Homes England administers it for all buildings in England (overview, updated 21 Oct 2026), and GOV.UK says it covers buildings in London (Building Safety Fund page, updated 1 Sep 2025).
  • The building's responsible entity applies, through Homes England's Building Remediation Hub. Leaseholders cannot apply (overview).
  • It pays for the works a fire risk appraisal of the external walls (FRAEW) recommends to address life safety fire risks from cladding. Qualifying leaseholders pay no service charge for cladding remediation (Building Safety Act 2022 Schedule 8 para 8).

Your route

Of the four funding questions, this scheme answers the second: a residential building of 11 metres or more where no signed-up developer is responsible.

  1. Did a developer that signed the developer remediation contract build or refurbish it in the 30 years to 4 April 2022?Yes: the developer pays. No application. Not sure: the developer's name is on your title or building records, and the contract page lists the developers that signed.

  2. Is it a residential building of 11 metres or more in England?Yes: the Cladding Safety Scheme, in London too. The responsible entity applies.

  3. Is it under 11 metres?A separate funding round for buildings under 11 metres closed on 9 October 2026. Applications made before then are still assessed. For a new problem, ask your council what it can do.

  4. Does a fire risk assessment or a fire risk appraisal of the external walls (FRAEW) say interim measures are needed? The Interim Measures Alarm Fund may pay for a whole-building fire alarm, as well as any route above.

The detail

Who is it for?

Residential buildings of 11 metres or more in England, where unsafe cladding creates a life safety fire risk and no developer is responsible under the developer remediation contract.

Height is measured from the lowest external ground level to the finished floor level of the top occupied storey. Buildings can be wholly residential, or mixed residential and commercial. Hotels, hospitals and offices are not funded. The overview sets no upper height limit and covers all buildings in England (overview, updated 21 Oct 2026), London included (Building Safety Fund page, updated 1 Sep 2025). Private buildings need at least one qualifying lease, granted at a premium for an original term of 21 years or more.

Who applies?

The responsible entity: the person or organisation legally responsible for the building's external repairs, or their representative.

That can be the freeholder, a head leaseholder, a registered provider or a management company. Leaseholders cannot apply; they should ask their landlord or managing agent.

What does it pay for?

Reasonable costs of the works needed to address the life safety fire risks set out in a fire risk appraisal of the external walls (FRAEW).

That includes removing and replacing cladding, access such as scaffolding, labour and some professional fees. The cost of the FRAEW can be reimbursed if the building is eligible.

What does it not pay for?

Wider redecoration, renewal and general maintenance; building insurance premiums; replacing windows or other elements; the running costs of interim measures such as a waking watch; and buildings with a limited remaining life where demolition is planned, unless Homes England agrees an exception.

How do I apply?

Through the Building Remediation Hub, run by Homes England: create an account, send the first details of the building, then appoint a firm from the scheme's panel to carry out the FRAEW.

Homes England only accepts an FRAEW from a firm on its panel.

What should I have ready?

The building's address and height; the number of homes and how they are held; the responsible entity's legal name and Companies House number; the original developer's name, so it can be checked against the developer remediation contract; your current fire risk assessment; and an EWS1 form, if you have one.

What if a developer is responsible?

Then the developer pays under the developer remediation contract, and this scheme does not apply.

How Golden Ledger helps

The height, address and number of homes you confirm for your council are the details an application starts with, and your council reviews that record. Golden Ledger does not apply for you, and it cannot promise funding. The application itself goes through the Building Remediation Hub.

General information, not legal advice. This page sets out which rules and funding routes may apply. A qualified professional should confirm them. Golden Ledger does not enforce the law, is not the Building Safety Regulator and does not give legal advice. Your council reviews what you send. Fire safety law is enforced by your fire and rescue authority. In higher-risk buildings, the Building Safety Regulator also enforces the duties in Part 4 of the Building Safety Act 2022.
