Questions owners ask

Straight answers about the letter, your building and what happens next.

Updated . See what changed.

Not sure the letter is real?

Call your council using the phone number on its own website. Do not use a number from an email, a text or a search advert.

The letter

Is this letter genuine?

Check it with your council first.

Call your council using the phone number on its own website, not one from an email, a text or a search advert. We show you your building's address, so you can see it is yours.

Why has my building been identified?

Your council is collecting fire safety information about 11 m residential buildings: residential buildings whose top storey is more than 11 metres above the ground, with two or more homes. Fire safety law adds duties for them (Fire Safety (England) Regulations 2022 reg 10).

Height comes from Ordnance Survey and the owner from HM Land Registry.

Where did you get my name and address?

From the HM Land Registry title register for the building, which names its registered owner.

Your council found you through HM Land Registry: from the data on companies that own property that MatchKey Technology Limited, which runs Golden Ledger, supplies to councils, or from a copy of the title register that your council ordered through Golden Ledger. Your council asked for the letter to be sent to you.

I am a leaseholder, not the freeholder.

The letter goes to the registered owner.

If you are a leaseholder, please pass it to your freeholder or managing agent.

The building is not mine any more, or never was.

Enter the code, sign in, and choose Neither of these.

Tell us who should receive the letter and we will look into it. Your code stays unused.

The work

What do I have to do?

Claim your building with the code, confirm what we have filled in, answer the rest and upload the documents you already have.

Your council has done the first two of the eight stages. You start at stage 3. You do not need everything at once: save and come back whenever you like.

What if my building is under 18 metres?

If it is under 18 metres and has fewer than 7 storeys, it is not a higher-risk building (Building Safety Act 2022 s.65).

If its top storey is more than 11 metres above the ground, the Fire Safety (England) Regulations 2022 reg 10 adds regular fire door checks. For any block of flats, the fire risk assessment must cover the external walls and flat front doors (Fire Safety Act 2021 s.1).

Can I claim several buildings?

Yes. Use the code from each letter.

Each building has its own code, so only the person holding that letter can claim it.

Can my managing agent do this for me?

Yes. Pass the letter to your agent.

They can use the code to claim the building for you and set up their firm to look after it.

What happens after I send my answers?

Your council reviews your answers and documents.

It accepts each one or asks a follow-up question, and you see each step on your dashboard.

Your information

Who sees my answers?

Your council sees every answer and document you send, and reviews each one.

Your council is responsible for what you send. We run Golden Ledger for your council and use your information only as it instructs. We do not publish lists of buildings.

How is my information protected?

Any AI reading of your documents runs in Microsoft Azure's UK South region.

Sign-in is run by a specialist sign-in provider, so Golden Ledger never holds your password. We never ask for payment or bank details, and never ask for your password by letter, email or phone.

Do you use AI to read my documents?

Only if your company chooses it.

A Microsoft service in the UK reads each document and suggests answers. You check and confirm every answer before anything is sent, and no decision is made by AI alone.

Costs

Does Golden Ledger cost anything?

No.

Your council pays for Golden Ledger because it needs this information to keep residents safe. It is free for owners, and a complete fire safety record can help you sell and mortgage your building.

Will I have to pay for any work?

If work is needed, the owner of the building is responsible for it, and government funding routes may apply.

As you answer, we show which routes may apply to your building. Many qualifying leaseholders are protected from the cost of cladding remediation (Building Safety Act 2022 s.122 and Schedule 8 para 8, checked on legislation.gov.uk on 26 October 2026).

Checked against legislation.gov.uk on 21 October 2026. The law and guidance change; this may have changed since, so confirm on the official source before relying on it. A plain-English summary, not legal advice.
